The early game for this strategy is a typical Ottoman game where you quickly eat up Byzantium and their OPM vassal Athens, you get all your cores back from Albania and from the Turkish minors you build up your navy to where have about 10 more galleys than Venice and declare on them for all of the Balkan lands and for the sole province belonging to The Knights by making them a co-beligerent if they are allied to Venice, otherwise do a separate war against them.
Once all of these conditions are met the button will be clickable and you will form the nation of Persia. Before I begin I must state that this guide is only useful if you own the Cossacks DLC as it relies on converting cultures to those that aren't related to your primary culture at the beginning of the game so if you are wanting to do this achievement but do not own this expansion then you will unfortunately have to look elsewhere for any advice on how to get the achievement or come up with your own.
